Accreditation & Registration
The Client Profile Registration System (CPRS) is an online platform developed by the Bureau of Customs (BOC) to simplify the registration and accreditation of importers in the Philippines. Through this system, profiles can be created and managed, required documents can be submitted, and application statuses can be tracked in real time. Completing CPRS registration is a mandatory first step before any importation can take place, as covered in our BOC Registration and Accreditation Process guide.

Bureau of Customs Accreditation Requirements
For new importers, the following pertinent documents must be submitted:
- Duly notarized accomplished Application Form, signed by owner (for Sole Proprietorship), responsible Officer (for Corporation), Chairman (for Cooperative), or authorized partner (for Partnership)
- Bureau of Customs Official Receipt (BCOR) evidencing payment of processing fee (Php 2,020.00 per CAO 02-2024)
- Corporate Secretary Certificate (Corporation) / Affidavit (Sole Proprietorship) / Partnership Resolution (Partnership) / BOD Resolution (Cooperative) designating authorized signatories in the import entries
- Two (2) valid government issued IDs (with picture) of Applicant, President and Responsible Officers (i.e., passport, UMID Card, SSS ID, Driver's License, Alien Certificate of Registration and Alien Employment Permit for aliens)
- NBI Clearance of applicant (issued within six (6) months prior to the application)
- Photocopy of DTI Registration or SEC Registration/Articles of Partnership and Latest General Information Sheet, or Cooperative Development Authority Registration and latest Cooperative Annual Progress Report, whichever is applicable
- Personal Profile of Applicant, President and Responsible Officers
- Proof of Lawful Occupancy of Office Address and Warehouse (i.e., Updated Lease Contract under the name of the Corporation or Proprietor, Affidavit of Consent from the owner and Title of the Property, or Certification from Lessor allowing sharing of office in case of Sublease)
- Printed CPRS of the Company and updated notification of "STORED" status
- BIR Registration (2303)
- Income Tax Return (ITR) for the past three (3) years duly received by the BIR, if applicable
- Valid Mayor's Permit as certified by the Bureau of Permits and Licensing Office
- Proof of Financial capacity to import goods (Bank Certificate or other forms of financial certification). Top 1000 Taxpayers and under SGL Companies are exempted.
- Endorsement from the District Collector, if applicable
- Detailed sketch map of office and warehouse address
- Company Profile with geotagged pictures of the office with proper and permanent signage and pictures of warehouse/storage area
Color Coding when Passing the Requirements
- Single - Red Folder
- Partnership - Blue Folder
- Corporation - Green Folder
- Cooperative - Yellow Folder
- Government - White Folder
Step-by-Step Process of Accreditation
- Account Creation in CPRS - An account must be created in the Client Profile Registration System, and basic information must be encoded.
- Submission of Requirements - All required documents must be uploaded or submitted to the appropriate BOC office.
- Evaluation and Verification - Documents are reviewed by BOC personnel to guarantee completeness and authenticity. Background checks are conducted, and validation is performed with other government agencies such as the Bureau of Internal Revenue.
- Approval or Disapproval - Applications are either approved or disapproved. If approved, accreditation is granted and activation in the CPRS is completed. If disapproved, the application is returned with reasons provided for correction.
- Activation in the System - Once approval has been granted, the system can be used for import transactions.
Processing Time
Processing time may vary depending on document completeness, but it is typically completed within a few days to several weeks. Starting the process early is critical to avoid demurrage and detention charges that accumulate when shipments arrive before accreditation is complete.
Non-Regular Importer (NRI) Process
