Process for Conditional Duty Exemption
1. Prepare All Documentary Requirements
The importing embassy or diplomatic office should gather all documents before shipment arrival. The documents should establish diplomatic status, official or authorized use of goods, shipment details, and eligibility for exemption. Complete documentation helps prevent customs delays and processing issues.
2. Obtain DFA Endorsement or Diplomatic Certification
The embassy or diplomatic office should coordinate with the Department of Foreign Affairs (DFA), when necessary, to secure endorsements or certifications that confirm diplomatic privileges. This step helps customs authorities verify that the shipment qualifies for diplomatic exemption.
3. Lodge the Customs Declaration with the BOC
The importer lodges the shipment through the BOC customs system using the appropriate customs procedure for conditionally exempt importations. The importer or customs broker must declare the shipment accurately and submit all supporting documents during processing.
4. Undergo Customs Assessment and Verification
BOC officers review documentary requirements, the nature of imported goods, diplomatic eligibility, intended use of the shipment, and compliance with customs regulations. BOC officers may request additional supporting documents if questions arise during assessment.
5. Secure Approval and Release of Goods
After customs authorities approve the exemption request, the importer may claim the shipment without paying applicable customs duties and taxes. The BOC may still impose conditions on the use, transfer, or disposal of exempt goods after release.
