Nepomuceno outlined plans to fully digitalize the Customs Processing System and begin integrating artificial intelligence into select customs services. For Philippine importers and freight forwarders, this points to a customs environment that is moving, gradually but deliberately, toward automation.

What BOC Announced

The digitalization plan covers the core Customs Processing System that handles the bulk of import and export transactions in the Philippines. According to Commissioner Nepomuceno, the goal is to improve transparency, streamline processing, enhance trade facilitation, and strengthen BOC's ability to detect and combat smuggling and other illicit trade activity.

AI integration, still described as being rolled out to "selected services" rather than the entire system, is expected to support functions such as risk profiling and document review, areas that currently rely heavily on manual verification during the customs clearance process.

Nepomuceno tied the announcement to BOC's broader Integrity, Accountability, and Modernization (IAM) agenda, and emphasized that closer collaboration between government and the private sector will be central to making the shift work. That collaboration matters in practice: system changes of this scale tend to affect how brokers file entries, how documents are submitted, and how quickly shipments move through processing.
