Luzon International Premiere Airport Development Corp. (LIPAD) has allocated 30 hectares within the Clark Freeport Zone for a new Cargo City development that will support warehousing, logistics, and cold storage operations. The project is a direct response to rising cargo volumes and the continued expansion of global express carriers at Clark International Airport.

The Numbers Behind the Expansion

Cargo volumes moving through Clark reached 93,900 tons in 2025, while cargo flight movements increased by 40 percent to 6,764 flights over the same period. That growth trajectory, driven in large part by FedEx and UPS scaling up their Pampanga operations, is the primary reason LIPAD is setting aside dedicated land for a purpose-built cargo hub rather than relying on incremental expansion of existing facilities.
