MARINA Reduces Rate Hike Cap for Domestic Shipping Lines

The Maritime Industry Authority (MARINA) has reduced the maximum allowable increase in passenger fares and cargo rates for domestic shipping lines from 40% back to 30%, following three consecutive weeks of lower fuel prices. The rollback was formalized under MARINA Advisory No. 2026-23 dated May 11, 2026.

MARINA said the 30% cap will be based on the published rates reflected in shipping operators' Certificates of Public Convenience as of February 28, 2026. The agency also maintained that agricultural products and other basic or critical commodities will continue to receive priority treatment, with freight charges reverting to pre-fuel crisis rates to help support food supply chains and protect consumers.
