PPA Issues Guidelines for Fuel Surcharge Adjustments Under AO No. 005-2026

The Philippine Ports Authority issued guidelines under Administrative Order No. 005-2026 for the computation of fuel surcharge adjustments that port operators may impose to temporarily recover rising fuel costs. The order aims to establish a uniform, transparent, and auditable system for implementing the fuel surcharge adjustment mechanism.

The fuel surcharge adjustment applies to PPA-registered port, cargo handling, and terminal operators using fuel-powered equipment. The surcharge ranges from 0% to 20% of approved tariff rates, requires prior PPA approval, and must be separately reflected in billing statements.
